QUALITY PLAN -

For the purposes of DOELG Water Services Projects, a Quality Plan is a document in which the Project Manager identifies the planning and implementation issues which are critical to the successful completion of a project and the documented strategies that have been developed to ensure this success.

The Quality Plan also records useful project information such as Organisation Structure, Communications and Programme. 

FORESHORE -

In layman’s language it is that area of the sea and sea bed below the high water mark. It is generally State owned (held by the Minister of Finance) but may be privately owned. Generally foreshore is neither in the ownership or control of the local authority. Any development interfering with the foreshore is interference with private property and accordingly required the permission of the property owner. Interference includes the possibility of hampering navigation, fishing and fishing rights, the use of the foreshore by others, effects on coastal erosion or accretion, etc. In addition to safeguarding the rights of the property owner, the Minister for the Marine and Natural Resources has obligations to other users of the foreshore which must be protected. The necessary consents are granted through the issue of Foreshore Leases, Licences or Permissions as appropriate. The issue of a consent is purely within the remit of the Minister for the Marine and Natural Resources who can, and has, refused applications for Foreshore Leases, Licences and Permissions where he considered the grant would be inappropriate.

FORESHORE LEASE -

Issued where the Minister for the Marine and Natural Resources authorises, usually subject to conditions, the construction of a permanent or semi-permanent construction on the State owned foreshore. A Foreshore Lease may also cover exclusive use of the foreshore where construction is not involved.

FORESHORE LICENCE - Issued by the Minister for the Marine and Natural Resources where he authorises, again usually subject to conditions, temporary occupation of State owned foreshore or where the works involved are minor. Foreshore Licences do not provide for exclusive use of the foreshore.
FORESHORE PERMISSION -

Used where the foreshore in question is privately owned and the Minister for the Marine and Natural Resources may only refuse a permission on grounds of interference with fishing or navigation or on environmental grounds.
